Individual Service Funds
Inclusion Glasgow obtains its funding from Local Authorities such as Glasgow City Council and by people using their Direct Payments.
Inclusion Glasgow manages an Individual Service Fund for each person we serve. The Fund is based on assessed need and service design. The Individual Service Fund is a unique way of mirroring Direct Payments. We are very clear what money is available to provide support to each person and to devolve power for decision making regarding the service fund to teams, people we support and their families. If the service fund is managed well then the person we serve and their team can see the benefits as the money not spend in one financial year is carried into the next year within that service fund based on agreed rules. The fund is based on assessed need and service design.
Other more traditional organisations may pool all their income. This gives no clarity about what each person receives, what they get for the income received and it also stops people working to save money as it is lost in a pot within the organisation. This therefore, leaves no incentive to be creative and save money, which can be used for the individual.
Inclusion Glasgow’s innovative approach to funding was commended by the Scottish Executive in “Same as you?” 2000.

Inclusion Glasgow like many other organisations believes strongly in the ability of people with the label of learning disabilities and that they have the right to be equal citizens and to live full and real lives.
What is different about this organisation is that for the last 14 years we have worked endlessly to be an organisation which enables people and their families to be in control of their support. We do this by:
tailoring and designing each persons service and support individually to their needs
each person supported has an individual service fund which pays for the support that is needed
using the individual service fund in ways that help people get the life they want
working with and developing people’s natural supports of family, friends and neighbours.
Everything the organisation does, from its flat structure to the way it contracts with staff, is designed to make sure that individualised, self directed support works for each person we serve.
